First, let me say I'm not a MoGo tech. They have customer support who can provide you with solid, official, corporate-backed support. I'm going to point you in their direction.

If you want to try the standard paths of 'fixing' before you make the call, start by heading over to the "Hardware and Sound" section of your Control Panel, and choose Bluetooth Devices. 

Then find your MoGo Mouse there and "Remove".

Then choose "Add" (make sure your MoGo Mouse is fully charged, on, and nearby). Click the "My device is set up and ready to be found"  and choose "Don't use a passkey" and then walk through the rest of the wizard. 

Still doesn't work? May I recommend:

Toshiba's customer support has a downloadable Bluetooth stack here: http://aps.toshiba-tro.de/bluetooth/pages/download.php

		<description>when i double click the bluetooth management'ish icon. the installation came up. then after that, the installation window popped up and it says will not install, please connect the device turn it on and press ok. well i tried that but doesn't work... then the same window came up again..... i have a toshiba, windows vista, with bluetooth stack program (half installed), i am trying to operate my mogo mouse... can you please help me?</description>
